My system settings keep disappearing on Ubuntu 20.04. I've found a reinstall will bring these back. You can reinstall by running the following commands from a terminal.
sudo apt update
sudo apt install --reinstall gnome-control-center
Once the reinstall has completed you can search all applications by pressing [super]+[a] or run the following command from a terminal.
gnome-control-center
